	Hmmm?  upsqiid.tar is a UNIX file, but UNIX files are not allowed
	within a PDS archive.  Waiver?  A notation in an ERRATA.TXT file?

	Also, DOCUMENT_FORMAT = "TAR BALL" in upsqiid.lbl, "TAR BALL" is
	not a valid standard value, and if allowed, will require a change
	in the data dictionary.  What a mess!  EXTRAS directory?

	No PDS label for sqiidmanual.txt, which is actually a HTML 
	document.  (Make a combined label with aqiidmanual.pdf?)

/catalog/ directory

	*.cat - RECORD_TYPE = "FIXED_LENGTH", but no RECORD_BYTES keyword
