14 sets of IR Polarimetry

It is unclear if the polarization has been corrected for sigma(Pol) in the 
low P/sigma limit. Presumably so, but if not this could produce 
exceptionally “optimistic” error on theta.


Need to list the reference frame used for theta in the LBL files, the same 
as was done for optical polarimetry PPSTOKE data: i.e. zero is North, 
increasing theta is counterclockwise.  Same comment for the PPOL LBL files
