The INDEX directory contains index files for this volume (*.TAB). Accompanying
each product files is a PDS label (*.LBL).
The *.TAB files are ASCII files.  Each line (or record) in *.TAB contains
information about a single file in this data archive volume.
Each line in a *.TAB file is made up of comma-delimited fixed-length fields.
